Fix panics when resizing (#1408)

* Change buffer.get & buffer.get_mut to return Option, Implement Trait Index & IndexMut to panic

* Prevent FilePicker from drawing outside buffer (rust panics)

* apply suggestion

* add function in_bounds to avoid useless calculations
