Merge branch 'hj/remove-msys-support' 

Remove support for MSys, which now lags way behind MSys2.

* hj/remove-msys-support:
  mingw: remove msysGit/MSYS1 support
  mingw: remove duplicate `USE_NED_ALLOCATOR` directive
