Aligns Go version handling with gitea, see https://github.com/go-gitea/gitea/pull/38559. `toolchain` names the build version, `go` stays the minimum. The renovate extends match the other repos now. `security` is an empty preset, and `go-deps` only fast-tracked the toolchain bump into its own PR, which the weekly group carries instead.
