Christian Heusel 42f2f0973e prometheus: Migrate TSDB retention from CLI to config file ...

The command line argument is deprecated, therefore we migrate the
setting to the config file instead:

> --storage.tsdb.retention.time:
> This flag has been deprecated, use the storage.tsdb.retention.time field in the config file instead.
