Sven-Hendrik Haase 07a0778d00 gitlab_runner: Add ip-forward-no-drop to docker config

We noticed that our GitLab Runner libvirt executors didn't have any networking anymore.
I have no idea what really changed recently but I discovered https://bzd.gg/posts/docker-libvirt-forward-drop-vm-no-internet/
The article is slop but it pointed me to the right direction. I then found
https://www.docker.com/blog/docker-engine-28-hardening-container-networking-by-default/ which is actually
the right fix for this as far as I cant tell. I rolled it out and it appears to work.
