Nginx checks regex locations after selecting the longest matching prefix. The image asset regex also matches /images/deleted, taking precedence over its plain prefix location and bypassing the deny rule. Add ^~ to skip regex matching for this prefix and enforce the existing access restriction without changing how other images are served.
