In buildbtw, we ship the executor binary as an OCI artifact which is a convenient delivery mechanism and superior to plain GitLab artifacts. The secure/production buildbtw runner is scoped to archlinux/packaging and only runs protected branches while the non-secure/staging buildbtw runner is an instance-wide runner so that it also runs pipelines in forks and it's not restricted to protected branches.
