Add Cargo package registry ( #21888 )

This PR implements a [Cargo registry](https://doc.rust-lang.org/cargo/ )
to manage Rust packages. This package type was a little bit more
complicated because Cargo needs an additional Git repository to store
its package index.

* Refactor `i18n` to `locale`
- Currently we're using the `i18n` variable naming for the `locale`
struct. This contains locale's specific information and cannot be used
for general i18n purpose, therefore refactoring it to `locale` makes
more sense.
