In anticipation of writing multi-pack-indexes, add a skeleton 'git multi-pack-index write' subcommand and send the options to a write_midx_file() method. Use given directory for the location of Git objects. We check

`<dir>/packs/multi-pack-index` for the current MIDX file, and

`<dir>/packs` for the pack-files to index.

`<dir>/packs/multi-pack-index`.
