Merge branch 'jc/quickfetch'

* jc/quickfetch:
  Make sure quickfetch is not fooled with a previous, incomplete fetch.
  git-fetch: use fetch--tool pick-rref to avoid local fetch from alternate
  git-fetch--tool pick-rref
