Merge branch 'jc/hidden-refs'

Allow the server side to redact the refs/ namespace it shows to the
client.

Will merge to 'master'.

* jc/hidden-refs:
  upload/receive-pack: allow hiding ref hierarchies
  upload-pack: simplify request validation
  upload-pack: share more code
