Merge branch 'ab/sanitize-leak-ci'

CI learns to run the leak sanitizer builds.

* ab/sanitize-leak-ci:
  tests: add a test mode for SANITIZE=leak, run it in CI
  Makefile: add SANITIZE=leak flag to GIT-BUILD-OPTIONS
