Merge branch 'wc/packed-ref-removal-cleanup' into next 

When "git update-ref -d" removes a ref that is packed, it left
empty directories under $GIT_DIR/refs/ for

* wc/packed-ref-removal-cleanup:
  refs: cleanup directories when deleting packed ref
