Merge branch 'ls/makefile-cflags-developer-tweak'

There is a new DEVELOPER knob that enables many compiler warning
options in the Makefile.

* ls/makefile-cflags-developer-tweak:
  add DEVELOPER makefile knob to check for acknowledged warnings
