Merge branch 'js/mingw-use-utf8' 

Windows update.

* js/mingw-use-utf8:
  mingw: fix possible buffer overrun when calling `GetUserNameW()`
  mingw: use Unicode functions explicitly
  mingw: get pw_name in UTF-8 format
