Ludovic Courtès 590e4154b6 archive: Make sure $sysconfdir/guix exists.
* guix/pki.scm (ensure-acl): Make sure the directory of %ACL-FILE
  exists.
* guix/scripts/archive.scm (generate-key-pair): Likewise for
  %PUBLIC-KEY-FILE.
