* guix/cache.scm (time-monotonic) [guile-2.2]: New variable.
* tests/cache.scm (time-monotonic) [guile-2.2]: Likewise.
* guix/build/download.scm (time-monotonic) [guile-2.2]: Adjust comment:
it's a 2.2.2 bug.
