environment: Use 'with-build-handler'.

* guix/scripts/environment.scm (build-environment): Remove.
(guix-environment): Wrap 'with-status-verbosity' in
'with-build-handler'.  Remove 'dry-run?' conditional.  Use
'built-derivations' instead of 'build-environment'.
