doc: Add reference for ‘git-version’ and ‘hg-version’.

* doc/contributing.texi (Version Numbers): Document ‘git-version’ and
  ‘hg-version’.
* doc/guix.texi (package Reference): Reference ‘Version Numbers’ section for
  version naming guidelines.
