distro: glibc: Fix contradicting settings of `BASH_SHELL'.

* distro/packages/base.scm (glibc-final): Remove `ac_cv_path_BASH_SHELL'
  setting.
  (glibc): Set `BASH_SHELL' instead of `ac_cv_path_BASH_SHELL'.
