import: hackage: Add recognition of 'true' and 'false' symbols.

* guix/import/cabal.scm (is-true, is-false, lex-true, lex-false): New procedures.
  (lex-word): Use them.
  (make-cabal-parser): Add TRUE and FALSE tokens.
  (eval): Add entries for 'true and 'false symbols.
