gnu: coreutils: Patch 'Makefile.in', not 'local.mk'.

* gnu/packages/patches/coreutils-dummy-man.patch: Patch 'Makefile.in',
  not 'local.mk'; the latter otherwise requires Automake to regenerate
  the build system.
