guix-install.sh: Propose automatically fetching OpenPGP keys.

Via, for example, yes | ./guix-install.sh.

* etc/guix-install.sh (prompt_yes_no): New procedure.
(chk_gpg_keyring, sys_authorize_build_farms): Use it.
