offload: Further generalize lock files.

* guix/scripts/offload.scm (lock-machine, unlock-machine): Remove.
  (lock-file, unlock-file): New procedures.
  (with-file-lock): New macro.
  (with-machine-lock): Rewrite in terms of 'with-file-lock'.
