services: bitlbee: Use 'make-inetd-constructor'.

* gnu/services/messaging.scm (bitlbee-shepherd-service): Add call to
'least-authority-wrapper'.  In 'start' method, use
'make-inetd-constructor' when available.
* gnu/tests/messaging.scm (run-bitlbee-test)["valid PID"]: Remove test.
