Describe the feature

We need to decide on file hierarchy and syntax for downstream

Expected behavior

Define logic for zernit to process the package and ability to track the file changes in the system and informations about the package

Additional context

Ability to allow 3rd party sources is expected i.e https://gitlab.exherbo.org/kreyren/exheredrey
