I think this is out of scope of code hosting and related services and comes with an additional burden of maintenance and policing needed for the provider to keep the server in a good shape and health.
I'd much rather spend that energy elsewhere (e.g. improving this etc.).
also I don't like social networks that much.

Blocking a user prevents them from interacting with repositories, such as opening or commenting on pull requests or issues. Learn more about blocking a user.
